Justice, the arbitrator who does not accept being whistled

The Romanian Constitution has placed the three powers of the state - legislative, executive and judicial - on the same level, in a balance designed to prevent the domination of one over the others. None is superior to the other, and each exercises its powers within the limits established by the Fundamental Law.
